I was chatting with someone I know on the phone today as I set her up with high speed service (ah, the joys of sales) and she told me that when she worked for NASA that anytime there was a call for departments to get trimmed it was always the frontline employees and never the management who took the axe. I don't know if this lasted past her time there but it wouldn't surprise me.
