It would be nice if *anyone* on the international scene reacted to being offered guns by saying "Mister, I don't want no trouble." Problem is they all do want trouble. And guns.

The USA didn't arm Iraq. Not in any significant way. A few Vietnam-surplus helicopters hardly counts. Iraq was armed almost entirely by France, USSR/Russia and Germany.
