Something at least somewhat similar actually happened to James McDaniel, who played Lt Fancy on NYPD Blue. As he told it, he was crossing the street in NYC, jaywalking as everybody does here, when two cops got out of their car and ordered him into the back, to all appearances for Walking While Black. He was steeling himself for a real NYPD Experience™ when one of the cops turned around with a grin and said "OK, Lt, where can we take you?"
