I believe it was the primary plotline of a DW Ep.

The daleks and cybermen had stalemated, as both were using "perfect" logic to fight the other. Since both were using logic, any move was imediatly balanced. Of course the Doctor arrives and the side vie to use him to introduce randomness, that they can use to defeat the others.

Memory is not serving up the ep title or which Doctor it was.

You're thinking of "Destiny of the Daleks", with the Fourth Doctor and Romana. It wasn't the Cybermen - it was a race of human-looking robots known as the Movellans. The Daleks, in order to break the stalemate, revived their creator, Davros (whom they had "killed" centuries before, at the end of "Genesis of the Daleks"), who of course had his own agenda.
